A number of PCBs are available for development and test. These do not usually have any specific software, and can be used for whatever you wish.
The tasmotiser board is particularly useful as it allows serial programming of most of the other board designs, and most Shelly products. The latest boards using the ESP32-S3 mostly have USB for flash/debug as well.
